Seminar on Electricity Market Design, 4 April 2019, Oslo

Join us on 4 April 2019 in Oslo for a seminar on Electricity Market Design: "Electricity Networks and their operators in a time of change" . About the seminar: Changing patterns in electricity generation and consumption raise tremendous challenges for transport and distribution infrastructures and their operators. The electricity networks remain the backbone of the electricity system, but are going through important adaptations. Not least, grid operators will need to increase cooperation, while they also may become competitors in supplying grid services and making use of flexibility. The evolution of electricity networks and their o perators is among the central issues in current electricity market reforms.

Course offer: "The Law of Electricity Market Design", 19-20 February 2018, Cape Town, South Africa

The University of Cape Town , South Africa and the University of Oslo , Faculty of Law, Norway, are pleased to present a two-day training course .   Electricity market design underpins the functioning of power systems. With changing generation and consumption patterns, there is an urgent need to re-think electricity market design and implement reforms. The objective of this course is to explore the fundamentals of electricity market design, the challenges faced by the current power systems and the legal mechanisms available to re-design the electricity market.   Acknowledging that there is not one-size-fits-it-all approach to electricity market design and that the reasons for changes may differ between countries, the course will start with the theoretical fundamentals , and then explore the available mechanisms for re-designing electricity markets at the physical and financial levels. References will be made to national legal frameworks (South A...

The Danish Energy Commission delivers its recommendations on future energy policy

The Danish Energy Commission has just delivered its report on the future energy policy of the country ( " Energikommissionens anbefalinger til fremtidens energipolitik " , April 2017). The report comes with a series of recommendations which should enable the country to reach the long-term goal of becoming a low-emissions society based on renewable energy by 2050, with an intermediary 50% goal in 2030. The Commission received the mandate of looking at the measures necessary to be implemented in the period 2020-2030. It argues notably in favour of the following main points below. Energy and environmental priorities of the Maltese presidency of the Council of the EU

Malta has taken over the rotating presidency of the Council of the European Union (EU) for the next six months (1 January-30 June 2017) . It is now time to take a look at its energy and environmental policy priorities, and what will be on its agenda until the summer. The programme of the Maltese presidency is based on both joint and more singular interests. A new system has been established after the 2009 Lisbon Treaty to run the presidency work in groups of three Member States or "trios" , covering a period of 18 months, complemented by a more detailed programme for the 6-month presidency of each Member State. This post reflects this dynamic, and starts with a rapid review of the Trio-programme, then a review of the Maltese presidency programme, before ending by a personal analysis .

Constitutional Court ruling on the acceleration of nuclear phase-out in Germany: energy companies are entitled to "appropriate" compensation

Today, the German Federal Constitutional Court released its decision in a case opposing the German government to the three energy companies E.ON, RWE and Vattenfall, and related to compensation for the rapid phase-out of nuclear energy in Germany . The Court concluded that the amendments made to the Atomic Energy Act following the decision by the German authorities in 2011 to accelerate the nuclear phase-out after the accident in Fukushima  did not infringe the right to property of the three companies. However, the Court ruled that those companies  were entitled to a "reasonable" compensation for the loss they suffered. The German Parliament has until 30 June 2018 to amend the Atomic Energy Act accordingly and the government  must reach an agreement on compensation with the three companies. As argued in my analysis below, even if this case remains a German domestic case, it teaches us some important lessons on the legal requirem...
