New call for proposals for Projects of Common Interests in the field of trans-European energy infrastructure is out

The European Commission published on 30 June 2015 a new call for proposals under the Connecting Europe Facility (CEF) for trans-European energy infrastructure projects on the list of Projects of Common Interest. The total allocated envelope is EUR550 million

The text of the call sets a series of selection criteria, and notably the foreseen benefits from the projects in terms of curbing energy isolation, elimination of energy bottlenecks and completion of the European internal energy market. According to the Commission, the invested money should also act as "a catalyst for securing additional financing from private and public investors".
 
The criteria are otherwise defined in previous regulations on the Connection Europe Facility (CEF) (Regulation (EU) nr 1316/2013) and Trans-European Energy Networks (Regulation (EU) nr. 347/2013). Notably, the projects must fall under the list of Projects of Common Interest, so-called PCI-list. This list include energy projects of common European interest in the Fields of electricity, gas, oil, and carbon capture and storage. The list, which was first elaborated in 2013, is subject to regular updates, the next one being planned for the end of 2015.

  • Deadline for submission of Applications for this call: 30 September 2015
  • Final decision for this call: end of 2015

  • Total EU financing for energy infrastructure under the CEF: €5.35 billion over 2014-2020 period.
  • Cost allocation: in general, the amount of EU support cannot exceed 50 per cent of the eligible costs for both studies and works. Some exceptions foreseen.
  • 1st call for proposals in 2015 under CEF Energy was closed on 29 April (approx. €100 million made available for infrastructure projects).
  • Final decision on the 1st Call for 2015: mid-July 2015.
